I see no problem with both of those being true. Remember, these power hungry control freaks are multigenerational. These are not random people that want power, this is an organization that has been working on a plan to enslave the human race for centuries if not millennia.

The problem you seem to be having in all your protestations is one of scope. Expand the scope of these activities beyond what you would attribute to individual goals, or small group goals, or Bond villains.

Think about the motivations of a super secret group of all powerful elites, that has remained behind the scenes for centuries (at the minimum), that lives by a code of rules (through their religion) and has been working, single mindedly (multigenerational hive mind of sorts), towards the takeover of the human race for enslavement to fulfill their religion, and they have been working on this for countless generations.
