If Biden is Trump's puppet; and if the military takeover of Myanmar is being aided by Trump, then why is Biden threatening Myanmar?

Edit: I understand the theory Biden et al want to control the narrative of what is occurring in Myanmar to suppress any support in the event of a similar takeover of the US.
