If you report things like this to the local police in America they will then file a report with a national database run by the FBI/DOJ. They will subpoena the records for the IP address and figure out where the server is physically located. If its in the US then they will pass that info to the local task force. If its over seas then they will send the info to that country. The truth is in many overseas countries they won't do much about it. Here in the USA they will only do something if the target isn't protected by the cabal. If they are then the report will end up in a drawer for 10 years etc.

Basically in the USA the difference between reporting it locally and directly to the FBI is minimal. However make DAM sure you clear your browser cache etc. Don't think for one millisecond they won't try to arrest you for downloading what you reported on. I'm completely serious. Police these days are bat-shit crazy.
