We lived in So CA for awhile. We know that in most of the Mexican food restaurants there they were not using beef for said beef tacos, chimis or beef items on the menu and It was consistent. We think they were using burro or horse, but it is very distinct and this was a problem that in Ca they get away with due to lack of oversight, politics etc You see where this could be heading....
