South Africa ,Israel and Oak Ridge all worked on safer but smaller nuclear units, many powered by Thorium. This however would break the monopoly given to G.E and Westinghouse. Japan also has several types that could be brought online very quickly if the AEC would just stop snuffing out the competition.
