Like something with a forked tongue or forked tail. But, could also, and more likely, that it's just the chosen flight path for this event.
As for spraying, it's possible, I guess, that a F/A-18 D or E/F model could do it, but they would require external tanks under the wing mounts and would DEFINITELY be noticeable.
Having been a former AO (Aviation Ordnanceman) having loaded/unloaded more than my share of Hornets, and having been a technician working on the bomb racks, missile launchers, & guns, knowing what the capabilities are of that a/c, knowing loosely how the Angels operate AND what they use for smoke, I would say no, that's not what they're gonna be doing here. Started my career as a "BB stacker" and ended it as EOD. Hopefully my knowledge will be useful here.
The Angels fly small smoke canisters, about the size of 2 tennis ball canisters taped end to end. So small you can't see them at the speeds they're flying without specifically looking for them. The external fuel tanks we use in the Navy are huge and create a ton, literally, of drag coefficient against the wing. The aerial refueling tanks we use in the Navy are even bigger, and I suspect that what would be needed for a chem spray event, as they can be purged by the aircrew from the cockpit.
UNLESS, we've developed some sort of spray tank capable of being flown on a fighter that I'm not aware of, it would require modifications to remove the refueling prove that extends out the ass of those tanks. The E model F/A-18 is equipped for aerial refueling, but it's a two man crew as the plane was originally developed for aerial recon and anti-radar, anti sub missions. (The E/F models replaced multiple Naval A/C for these roles.)
The Angels don't fly two man planes, unless it's for P.R. events like ride along's, re-enlitments, Fleet/Force Sailor of the Year Awards, etc. Plus, it would take a whole squadron of 18's, or more, to do what one large tanker or airliner puts out when they're spraying. Fat Albert could do it, but like the refueling tanks needing modification, that bird would need a lot of mods, too. And I don't think anyone in that squadron would be too helpful in any of this if they knew they'd be spraying cities lien that. I could b wrong on that, but I like to think I'm not. Who knows.
This event, to me is a normalization technique, nothing more. People have already accepted that COVID is real. They've already accepted the normality of it being here for good. They've accepted the death counts and all the other data. They've accepted the vaccine as being the solution. So, the next step is honoring those that fell to it. And THAT'S what this is. It's [their] way of gaslighting the public into further believing that what they're seeing and being told by their Tell-A-Vision box is real.
Doesn't matter if that box resembles a TV or a computer/laptop. The box is the screen. The window into perception and reality.
So, the "Biden DOD" is trying to normalize they have positive command and control over our military, normalize the existence of all things COVID related, and sway the public's perception on EVERYTHING.
After all, what better way to show all of this than to use one of our elite flight demo teams, and what better team to use than the Navy's Own Blue Angels?

The type of gear required to spray a city and the weight of it all means they can't fly too fast or pull the higher G's at sea level because of air density. Not with the weight of 2 wing tanks and a centerline tank. They'd be flying straight and level, at a relatively slow speed to ensure maximum coverage.
Edit: just watched a video of a more recent flight demo, and they do fly the E model in their demos. Just to clear that up. Bit the rest of my analysis still stands.
