I feel like the National Guard will not follow the Deep State when the big reveal/EBS happens. They will follow Team Trump/Q instead. The fact that they're very close to the Deep State and have so much fencing/barricades means they could easily trap the swamp creatures if they try to escape the city.

Option #3 seems most likely to me. In every sting operation, the criminal thinks they just got away with their crime right before the blue and red sirens start flashing and they're arrested. Trump is probably appearing very weak in this final stage so that all the Deep State rats (and turtles like McConnell) crawl out and he can trap them all.
