If you are right and he was in a daze thinking about adult sex then - he can't control his sexual addiction at work, so he shouldn't have a position of trust.

At worst he is a pedo thinking about kids. I would bet he has child porn at his home and should have a warrant brought against him.

In this case you have to err on the side of child safety and assume the worst.
