Second, you place a CGI version of bidens face and digitally add the biden face over the actors face. Third, they use a green screen for the back ground. Fourth, they sound record biden reading his speech, then edit it in to sound like he can actually string a sentence together.

put all 4 elements together and you got your Deep Fake video.

i think biden is under white hat control now and they do things like this, like putting a tree full of green leaves in the middle of winter, to catch peoples attention. there was another biden deep fake where it looked like his nose was melting. another one you could tell the actor wasy young because the biden face was old but he waved his hands around and they didnt have a single wrinkle. they looked like the hands of a 20 year old.
