DVIDS is a distribution service for the DoD and is not the licensor of these materials. The licensor and producer of the materials is the DoD. Basically, if what is said is true DoD is giving direct access for the visual information to George News. It would be like a manufacturer bypassing the wholesaler to supply the retailer directly.
