If Q fails then there will be war almost certainly, but it won't be a "based" idea, but rather the last option available.
There is nothing in that outcome that is desirable. On the contrary, that is a victory condition for the elite (assuming enough have not woken up and will serve as their army, as this game suggests). Making a game supporting that idea (a victory condition for the elite) does not seem "white hat" to me in the slightest. In fact it seems quite the opposite.
