The concept of "structural racism" (often called "systematic racism"), as presently defined, is a direct consequence of Critical Race Theory. CRT asserts that it isn't a question of whether there was racism, rather, that there was racism, and so, it is our responsibility to find it. "Structural racism" is a broad explanation for why "the system" is producing "dis-proportionate" outcomes, and hence, racism must be there, even if you cannot clearly identify the "racist structures".
