Wasnt there a bill in 2019 or early 2020, prior to COVID being a known problem (at least outside of China), which proposed lock downs?

If I'm remembering correctly, the bill didn't pass due to lack of reasoning/justification, but, it shows a level of premeditated intent. They wanted lock downs, regardless of COVID.
