Seems an odd coincidence that it just happened to have an accident about a month ago that was under investigation by the German police. Mentions the words “storm” and “blackout”. Might be nothing, but the timing does seem suspicious. Also, probably way overthinking this, but the two tugboats involved in the incident were named after types of dogs, lol (bulldog and boxer).

“It also became known that a tug accompanied the freighter, but had no line connection. The tug 'ZP Bulldog' had assisted at the bow and the 'ZP Boxer' at the rear which escorted the freighter on its way down the Elbe.”
