I assumed they mean that he spent 140 million dollars building high-end golf courses. This would require buying up significant batches of land & developing it. Not sure the costs actually involved, or how many courses he supposedly had built. 140 million sounds unrealistically high though, and, I would assume he'd spend his own money on this sort of thing, not taxpayer dollars.
