Won't be a blackout, too many people are too habitually dependent upon it as a source of communication and news so nuking it even for a day would force people out into the streets and create absolute chaos...

However.....

A drastic reshuffling of internet infrastructure, the socials being nuked along with a lot of other stuff is a distinct and logical probable part of the cleanup...

And the whole backup thing would definitively apply if this happened as many people have all their family pictures and memories on places like zuckbook, twatter and similar DS affiliated places, and the same goes for documents and other things that would be very problematic to loose..
