Secondly the last time he spouted off he almost immediately backtracked due to widely reported backlash and less reported protests on his lawn. (he said no dancing and I guess a bunch of people protested by having a mask less rave party on his lawn it really happened) Also I skimmed the article and it looks like it's more of an ass kiss on how well the distribution is going and at least from this read I think they are still voluntary.
