I do some probing of people that I think may be receptive to it, get into an actual discussion about, if they still haven't gone full-NPC I send them an informational package with descriptions as to what those pieces of information will contain and send them on their way. Then I ask them about it at a later date and see if the discussion progresses which, in most cases, it does not.

In all fairness this vaccine isn't having minimal bad effects given the sample size we have but it's not an epidemic in the short run at least. Obviously there are the long term effects we have to worry about but if there is advanced tech being hidden from us, we'll hopefully have a solution to treat those issues when the time comes.
