Might be causing outrage because Mexico has a rather contentious history with uprisings, revolutions, and violent political upheaval. With the end result mostly being piles of corpses, innocent people suffering, and a revolving door of who was considered the “Elite” changing depending on whoever seized power.

Only a wild guess though on why it maybe causing outrage. I don’t actually know. Could be for a totally different reason for all I know.
