Yes there are 4 in that one cage, but there is another cage on other side of room near where all the pallets full of bad es are, but they are separated by a fence from them. Look at camera 3, if you are on an iPad or phone, zoom in and you will see someone sitting in a separate fenced area where they sign off on boxes brought into that area.

Edit to say... also watch camera 6, yellow table closest to camera are always having issues with ballots, they may be catching a lot of fake ballots (in my opinion), last night they had big issues also, the guy with the beard took one box to that cage near them and the guy with keys to that area had him sign the box over to him, I’m assuming because they both signed a paper and the box was taken down to other end of caged area. And today they’ve had some issues also.
