It's not so "corrupt" but more of damned if they do, damned if they don't.
Scenario one: mayor directed chief to stand down.
(Alternatively, wanting to do something, but has no support of the city to do so.)
Scenerio two: (Portland for example) DA won't charge anyone who is "protesting" even if it includes burning, looting, rioting. No point in arresting somebody if an hour later they're free to go because the state dropped the charges on them.
