I can see the dilemma here - whole world clamours for six months demanding a vaccine, he gets them one, now what can he do, come right out and say "don't take it it'll kill you"? The vast majority of people are simply refusing point blank to believe that yet and are not yet ready to change their minds, so he has to weigh that up too. I think he's been as diplomatic as he can, and let's bear in mind also that they have almost entirely actually been administered - and pushed to the hilt - under Xiden's watch. Trump's promise was always to get people 'either or' ie a vaccine AND treatments. Had he stayed in office, I'm damn near certain we'd have had those treatments long before now.
