Edit2: and yeah dude from what I can tell that spot looks like a perfect stakeout spot. Cops really do just sit places, waiting for a call to go somewhere. Don't feel paranoid about that type of shit and if they start to really creep you out set up a table with some donuts and a giant sign "free donuts" and they should fuck off. I showed up to court to a horseshit ticket with a box of donuts politely offering them to everyone in the building; the prosecutor felt my palpable patriotic rage and let me go.
