That may just be a clumsy translation from french. In English we only use the word guillotine to describe a device for cutting off human heads, but in French it might have a broader meaning to include other devices which operate using a falling blade.

That may be a clumsy translation from french. Just because in English we only use the word guillotine to describe a device for cutting off human heads, that doesn't mean a falling blade device used for other purposes wouldn't be called a guillotine in French.
