When enough states decertify the past election and Biden drops below 270 electoral votes it goes back to the Senate with each state getting 1 vote based on the popular vote of their citizens and the president of the Senate (Kamala) gets one vote. Since Kamala would obviously vote for Biden that means as it stand now Trump would get 37 votes and Biden 14.
