I think what we are seeing is an elaborate theatrical production. I don't believe Q is lying or mis-speaking at all. What are we actually "seeing" anyway? Some pictures, a few video clips, and a script being read. They are showing us. Just as Q says repeatedly:

Sometimes you can't TELL the public the truth.

YOU MUST SHOW THEM.
