Snowden doesn't deserve to be pardoned. He is an asset of the cabal used to sow distrust in Military Intelligence. Likely, they blamed the Military Intelligence for having investigated the alphabet agencies' own data collection. He then worked to hook up DeepState communication and tracking systems while he was tossed around embassies.

Snowden set up and oversaw the "Blue Checkmark" system on Twitter, which ties into the DeepState's nanny software that tracks every "important" public individual.
