USA is rich country but so big that in some places like yours there are no optical fibers avaliable probably (after all its prices too and so). Radio net (including cell towers) isn't so reliable simply. Like wireless - weather,problems with your antenna,their antenna,other users and so.Of course it could be preparing for great reset "cyberattack" as well,but previous net company my family used had too problems with those internet by radio. If tower is old or damaged then it would be obvious...
