If it's a Hospital your options are a bit limited as I don't think we have hospitals that operate outside of government interference. I think you'll need to find a based doctor if this continues to be a problem.
As far as it sounding right legally, I don't know. The government controls healthcare here and does whatever the fuck it wants. The law changes every day to suit those in power. If you have the money and it's not as simple as finding a new GP I would seek legal counsel.
