Good post! The foia downloads don't actually say that the insurrection act was invoked, only reference that the MN AG recommended it. That said, it's a good hypothesis, and by having it activated at that time, would free up the military to legally surveil the election. And the whole "photo op" explanation and counter-explanation never made sense anyway. Photo-op is msm fake news, but the counter-story of a threat to burn the building doesn't make sense either, as Trump's presence would be a liability for a pure security operation.
