I recall this much: if you are looking at a satellite map of the Vatican with the surrounding neighborhoods of Rome, with north at the top of the page, the wings would be pointed up towards the top of the page, the eye of the dragon to the right, the tail to the left, feet toward the bottom. It goes over and past the Vatican as opposed to being contained within the Vatican.
