Thinking of things like this makes me realize I am a very flawed person. After a trial, no punishment is too cruel for those responsible. Put them at the mercy of the victims - if a victim decides to have mercy? Move them to the next one. When you’re out of victims? Let the families of victims decide.

I want the victims to be able to choose the punishment. And I want everything they can imagine to be an option, no matter how cruel or unusual, so long as the victims decide how to carry it out and not the Government,
All after a legitimate trial and all that of course. Perfectly constitutional. Want someone to clean your gutters for the rest of their life?
