Our Charter cannot be changed / amended / added to by the government just because they want to. That's why they are our Chartered Rights and Freedoms.

And I hate to inform you, but the only province that did an actual , real lockdown was Ontario. Here in NB, the only thing that actually closed were bowling alleys and movie theatres. Everything else was open in some way or another.
I could never not go to Tim's / McDicks / the mall / hardware stores. I have my own drywall / taping / painting business. I don't do commercial - residential only. I haven't had to stop working, nobody's asked me about my vax status, nobody's asked me to wear a mask in their house. Don't believe everything you see about Canada from American sources.
