I may be completely incorrect.

While I'm here, can anyone tell me what the photo in the OP is? Bad eyes, can't make it out.

Edit: no worries on the image, peaceandlovepatriot says no one could figure it out when it dropped. The recent tweet by the Navy (on this forum) about their submarine that is quoter at 25km/h than a normal sub sitting at dock, gets me thinking. Looks like this could be some "top secret personal underwater craft" to use for assassinations. My eyesight is still poor, but this wouldn't surprise me.
