However, if expediting the roll out of it was a strategic move somehow against the plotters, then it does seem reasonable to me to interpret Trump's bragging as a form of trolling. They wanted a vaccine. Trump called their hand, and bragging about rushing them into it could be trolling. The vaccine was coming, no matter what Trump did.
