If you want the real answer: in 2017 a ton of states passed a reciprocal law to copy the 2011 law passed (by Arizona IIRC?) that MOST ALL indictments were sealed to prevent nonsense until brought to litigation (because politics, divorces, etc). It's kind of why the 'zomg new sealed cases' kind of went to bed 2 years ago when over on 8chn/kun we did a deep dive on it and it fell to the wayside. Feel free to dig out again.
