It could've been other patriot military trying to force Qs hand into action before acting themselves, with Qs reply reassuring them to stand down and they had their own decades old plan.

There was chatter in the early days that patriot military generals knew of Obamas treason, and were making plans to pull a Myanmar style coup and arrest him while he was president. But this would've ended in war. Q teams plan with Trump was more long-term and dedicated to minimal bloodshed.
