Got it in CO, (android version 10) mine was turned off in an update months ago. I was looking to make sure it was still turned back on when the alert came through. I can't find where I turned it on but im assuming yours is turned off.

I've been unplugging everything important so obviously my tv's wouldn't be able to get the message.
