Yes,they have no guns. Yes,if they would fight with police armed with guns many of them would die. However your sentence is completely wrong.

If there will be no military saving the people - switch to partisan warfare. You don't need a gun to kill man. Good ambush on police and you would get gun. Terrible thing,terrible - but if they would kill you or would want to put you in concentration camp have you then anything to lose ?
