Essentially Allen Dulles was never interested in protecting the United States. The CIA was founded with a face-level goal of Service Externally to provide safety to the United States and it's people. There is actually A LOT of evidence indicating that JFK & RFK knew this - and were pushing the DOJ to prosecute Howard Hughes based on the fact that he was basically existing in a paradigm above everyone else - and was routinely making decisions based on his personal & business interests outside of the interests of the United States.

In fact - it has come to be the proliferating idea of Robert Fitzgerald Kennedy Jr that his father, RFK, was murdered not by Sirhan Sirhan, but by a Lockheed contracted assassin named Thane Eugene Cesar. This is a huge, huge, connection as Cesar confessed to the truth - that he did do it. This means Howard Hughes and the CIA were working together & willing to conduct assassinations in order to protect their interests.
