I would almost guarantee that every city that is pushing these mandates have very strict rules on when and where trucks can legally park - some even restrict the trucks from setting up on private property to protect brick and mortar restaurants from the competition of food trucks (they pay more taxes) - a common way they restrict food trucks is by making them have a restroom accessible to them, usually within 200 feet and it has to be a written agreement.
