Break down:

India's provinces are more like the US states, in that their provinces have more power to resist the federal government and do what they want. Unlike the provinces of Canada, for instance.

As such, some provinces in India followed the WHO guidelines on COVID, i.e., no treatment and/or Remdesivir (which actually performs slightly worse than no treatment). These provinces did poorly (i.e., comparable to other places which allowed COVID to go untreated).

At least one province provided Ivermectin & HCQ to much of the population, to take prior to having any symptoms. And another province provided Ivermectin & HCQ to only the sick people. Both of these provinces had their cases/deaths drop basically to zero.

Which is also a nice case study for showing that treating only the sick (and not proactively treating the non-sick) is sufficient for stomping out most COVID cases.

Takeaway message: except maybe for the people who are at particularly high-risk, everyone on Ivermectin as a prophylaxis is overkill. Easy access for people to get Ivermectin early on during their COVID case is sufficient.
