Texas bills are pretty easy to find and read for those interested. IIRC, there is $1B allocated for granting at the Governor's discretion for "border security operations" with the only caveat being that it cannot be used to exercise eminent domain (forcefully "purchasing" private property, or taking someone's land and compensating them). "Border security operations" are defined in Section 8 which I did not include.
