Not saying this theory is false, but what would stop them to release the stronger one after the fact?
Maybe everyone who has caught the weaker strain would be immune to the stronger one (like how catching cowpox inoculates you against the much worse smallpox), meaning that herd immunity would have already set in by the time that they can release it.
