To point the arm right (as it's doing now) you'd need to flip the image on its vertical axis, making it appear as though it's a right hand and not a left hand.

It is not possible to turn a left arm into a right arm using any series of rotations around any set of axes. You must use a mirror image.

The person who photoshopped it likely is making a statement from an older comic, making it more timely since we are getting the vaccine mandates.

The two right hands was intentional, as I point out above. Its a matter of symmetry. You can't make a right hand out of a left without purposefully using a mirror.
