President Trump said the reason he chose Milley is because Mattis hated him. Everyone else said he was either OK or not OK, but Mattis hating him was the clincher for Trump, he figured he might be OK because of that LOL.

According to Trump, Milley turned out to be mediocre and Trump lost all respect for him after he apologized for accompanying Trump to the Church across the street from the Whitehouse.

I think the guy is just a clueless moron who has no idea whose side he's on.
