If you consider that he was accidentally using the word "vaccinated" in place of "unvaccinated" (understandable under pressure at a press conference), it doesn't seem weird:
"All but one were [un]vaccinated. One person has just received one dose of the vaccine."
It just puts that one person into a partially-vaccinated category separate from the completely unvaccinated.
