According to the video with many of the guys giving their opinions Jovan mentioned ALL the ballots were on illegal paper because there was such an influx of illegal votes. That way the bad ones wouldn't stick out like a sore thumb. So there was no failure of watermarks, etc. just a total failure of people running the election.
