The cabal has to at least give the appearance of acknowledging that the rules apply, and conduct itself within those rules. . Although they'd like to, they can't say "Fuck it! Y'all are going to do what I say because I have all the power and you can't stop me!" The normies are mostly asleep, but they're not ready to go let the Cabal go that far.

If nobody cared what the normies thought, both sides - the Cabal and the Whitehats -- would be going no holds barred. But they know they can only push things so far.
