I'm pretty sure no one knew what was going on with Comey, Brennan and Capper either. The really hard working field people usually aren' t the ones doing any dirty work. That's typically some corrupt person somewhere near the top of the chain. There are white hats and black hats in all agencies. Guess which hats get paid a lot more.
